Question: Writing for 'gov't funded non-profit agency?

Signed royalty contract with non-profit agency, but have been made aware of possible issues the government agency is having with the contract one being that the contract I signed was not reviewed by the government agency's legal department and two that there is concern over the profit from the book which is priced really cheap. The work according to contract is property of the government agency, but the contract is between me as consultant and the non-profit agency. The book is advertised and is being distributed as I ask this question. What are the possible ramifications of this situation?
