Question: Is a masters in public administration useless? government and non-profit?
I have a BA in liberal studies (i wanted to be an elementary teacher but not anymore). I was thinking about getting a masters in public administration, which I heard is good for working in the government or non-profit field. Is this true? Many government jobs i see just want you to have any 4 year degree and seem to stress that they want experience more? do you find this true? just seeing if the masters in public admin would more or less be a waste of money

It won't be a waste of money if you're also a veteran, but otherwise, you don't stand a chance of being hired in the federal government these days, especially not with so many military members getting out soon. I can't speak for state jobs or nonn-profits, as I don't know their hiring policies.
The only problem is; available jobs. Most government jobs - people rarely quit or get fired. So you may have to move across the country to get a government job. When you get the job - it is great. You will never leave. And a plus; very few people get degrees in Public Administration.
